Our Leadership Team



David E. Turner, MD, PhD, MPH, MBA

President and Chief Medical Officer

Dr. Turner brings to the organization a long history of executive leadership through his service in the U.S. Navy as a Flight Surgeon and his employment with fortune 100 companies in senior roles in corporate medicine. In his capacity as a corporate medical director, Dr. Turner developed and implemented global health policies and standards of care, and he has provided consultant services to support decision-making in complex case management issues. Additionally, Dr. Turner brings a focus on data analytics to help clients understand how a denials management strategy can support robust revenue cycle performance and create real value opportunities for their organizations.

Dr. Turner completed his post-graduate medical training at Washington University in St. Louis and the University of Pennsylvania in Philadelphia. He is board certified in Occupational Medicine and a Fellow in the American College of Occupational and Environmental Medicine. He holds the Doctor of Medicine and Doctor of Philosophy degrees from the University of Tennessee and the Master of Business Administration degree from George Washington University.



Jane S. Turner RN, BSN, M.S., CCM

Vice-President of Operations

Ms. Turner has spent over 20 years in utilization review and case management. She has served in the capacity of Director of Admissions and Case Management for several hospital systems. Most recently, she helped develop the Clinical Appeals Unit for one of the ten largest Catholic health systems by serving as the manager of the department.

Ms. Turner received her Bachelors of Science in Education and Masters of Science in Community Health from the University of Memphis. She earned her Bachelors of Nursing degree from Saint Louis University and she is a certified case manager.



Nioca Stokes, RN, BSN, CCM

Director, Clinical Appeals

Nioca is Managing Director for Premier Medical Appeals. She is responsible for the design and implementation of clinical appeals writing and directs the activities of the Clinical Appeals Nurses. Prior to joining PMA, she successfully developed and managed a new Clinical Appeals Department for a major health system. She also implemented a post discharge review process resulting in significant reductions in Medicare and Managed Medicare short stay denials. Nioca has become an expert in Medicare and Managed Care Appeals. Nioca has extensive experience in acute care case management. She is a Registered Nurse, Certified Case Manager with a Bachelor of Science Degree in Nursing from Hampton University.



Roseann C. White, RN, CCM

Manager of Clinical Appeals

Roseann brings to PMA a vast knowledge of hospital case management and extensive experience in developing medical appeals. Prior to joining PMA, she was instrumental in developing a Clinical Appeals Department for a multi-state healthcare system. In that setting Roseann provided the training and support for all of the appeals nurses within the department. Her oversight in this process yielded a consistent 90% overturn rate, including a 100% overturn rate in cases reviewed by Administrative Law Judges. Roseann’s professional career has included medical coding, work as an intensive care nurse, and experience with a major health insurer where she provided care coordination and case management activities across the United States. She received her degree in nursing from Providence Hospital in Detroit, MI.



JoAnn Arney, CCS

Coding Manager

JoAnn Arney has 30 plus years’ experience in pro-fee coding, starting in 1982 as a Coder/Biller/Transcriptionist, which includes 8 years’ Coding experience working in the Inpatient Acute Care Setting. Her knowledge and experience extends to ICD-10-CM and PCS. Additionally, she is a successful educator having trained Physicians, Transcriptionists, Coders and CDI nurses. Her focus with physicians has been to improve dictation through the incorporation of documentation in accordance with Medicare guidelines.
